A health care bill is proposed legislation that has an impact on particular aspects of health care. A health care bill is introduced in a legislative body where legislators debate on the provisions and then vote on the bill. If enough legislators vote for the health care bill, the President can sign the bill into law where it can direct various health care processes and components. Protecting Americans with Preexisting Conditions Act of 2019 was introduced to the House on Feb 6, 2019. The bill seeks to repeal the guidance released by the Trump Administration on October 2018 entitled ‘State Relief and Empowerment Waivers’. By repealing the guidance, the bill aims to stop the expansion of health insurance plans in states in a way that could discriminate against people with preexisting conditions. Protecting Americans with Preexisting Conditions Act of 2019 bars the Treasury and the Department of Health and Human Services from taking any further actions to enforce or implement the Trump Administration’s guidance of 2018.

Protecting Americans with Preexisting Conditions Act of 2019 prohibits the Executive from issuing guidance in the future that could allow states to allow health care plans to would allow health care insurance providers to refuse health care to persons with preexisting conditions. The bill will prevent states from taking innovative approaches that would waive some aspects of the Affordable Care Act. Protecting Americans with Preexisting Conditions Act provides guardrails to ensure that health care coverage in all states is both comprehensive and affordable (Congress, 2019). In this way, the bill ensures that all people who could be covered without the waivers provided issued under the Trump Administration’s regulatory guideline can access health care. Finally, the bill prohibits any actions that would lead to the loss of health insurance coverage as provided in the Affordable Care Act. Consequently, the bill protects individuals from discrimination or exclusion from health care coverage. The bill was passed in the House and is set to be tabled in the Senate.

There will be an increase in people seeking health care services since there will be protections for preexisting conditions. As such, hospitals will need to hire more health care and allied health professionals to deliver care (Demo et al., 2015). There will be need to train and license more health care and allied health care professionals. There is also the possibility that the passage of the bill will increase the workload of health care and allied health professionals as more people access health care. As such, the professionals will expect longer work hours if the bill becomes law.

The bill may affect allied health care professionals by required the professionals to receive training on a range of health issues to enable the provision of care to people with preexisting conditions. Allied health care workers may need to specialize in wellness, preventative measures and management of chronic conditions. Such specialization will improve the capacity of allied health care professionals to provide care to people with preexisting conditions. Additionally, the bill will affect allied health workers who will be required to work in more settings outside the hospital as a broader demographic of people take up health coverage. Allied health care professionals will increasingly work in educational settings and home health.
