The Early Intervention and Prevention policy was passed into law on October 6^th, 2021. The law is an amendment to the Mental Health Services Act passed in 2004. The bill number for the policy is AB 638 and the sponsors include Sharon Quirk-Silva (Primary), Jesse Gabriel (Co-sponsor), and Senator Susan Rubio. The bill permits counties to address substance abuse and misuse disorders and related needs using funds allocated for Prevention and Early Intervention. The services that can be funded under the Mental Health Services Act are only those designated by the law; hence this policy expands the services covered by the legislation. The enactment also covers mental health services that prevent the severity of mental health conditions.

The law has good intent because it mandates mental health access to underserved communities. This is important because underserved communities have a higher burden of mental health and other diseases because of vulnerability to the risk factors of diseases. Moreover, by promoting prevention and early intervention, the bill supports the role of public health in preventing illness and promoting optimal health outcomes for individuals without and with diseases (Veldhuis, 2021). Moreover, one of the clauses indicates that the funds can be used to extend the provision of community-based mental health services through early intervention and prevention activities. The law fulfils the advocacy to make mental health and substance use disorder support accessible to people especially vulnerable populations. The policy allows nurses to attain the role of advocacy consistent with the code of ethics three of providing and protecting patients by ensuring their health and safety (ANA, 2015).

Purpose:

2. Write a minimum of a one-page critical analysis summary of the policy. (250 words double spaced,
APA). Your summary should integrate the concepts of advocacy, population health, and the ANA ethical statements (“The Code”), and course readings, to include a minimum of one course scholarly article (provided within the course). Be sure to speak to the role of advocacy and population health.

3. Respond to a minimum of two (2) peers/faculty posts with one (1) paragraph of 4-5 sentences integrating one scholarly source utilized in an in-text citation/APA.
