Medicaid is a health-related policy in the United States (US) that offers health care coverage to low-income individuals and families. Medicaid is similar to Medifund, an endowment fund program established by the Government of Singapore. Medifund is similar to Medicaid since it is a supplemental program for low-income individuals and families that cover medical treatments per the person’s or family’s ability to pay (Mazurenko et al., 2018). The eligibility for Medifund is based on an individual’s or family’s health, financial, and social circumstances. In contrast, Medicaid eligibility is determined by an individual’s income in contrast to the federal poverty level.
Medicaid is an insurance program, while Medifund is an endowment fund. Therefore, Medicaid provides insurance, whereas Medifund assists with payments of medical bills of needy patients (Quek et al., 2020). Besides, the Medicaid program is jointly funded by the US federal government and individual states. On the other hand, Medifund is an endowment fund whereby interest income made from the capital sum is allocated to approved healthcare institutions to help pay medical bills for needy patients (Quek et al., 2020). From the comparison, I learned that governments could help low-income individuals and families access healthcare by providing an insurance program or establishing a fund that assists them in paying medical bills. However, it is important to define eligibility criteria for each of these programs to ensure that only the needy are assisted.
The role of international organizations in developing policy includes developing policy recommendations and persuading the governments to adopt them. They influence government policy by getting involved in persuasion. However, the government can only be persuaded if it trusts the international organization as a source of information (Copelovitch & Pevehouse, 2019). For instance, an international organization can inform the government that the eligibility of Medicaid to an income below 133% of the federal poverty level limits a high number of low-income citizens from accessing healthcare. The international organization can then persuade the government to amend the program’s eligibility criteria to include more people and thus promote better health outcomes.
