Often, health promotion initiatives, including educational programs, focus on improving people’s knowledge and awareness of health issues, self-care interventions, and coping approaches. Although educational programs can promote population health and well-being, it is complex to involve all community members due to heterogeneous needs, different health priorities, and the uniqueness of individual characteristics and wants. As a result, it is essential to select a target population for educational programs. When choosing the target population for an educational initiative, I will use the TARPARE model to establish inclusion criteria. According to Alperstein & Beach (2022), the TARPARE model stands for the total number of persons in the segment (T), the proportion of at-risk persons in the segment (AR), the persuability of the target population (A), equity, social justice considerations. In the same breath, Kitunen et al. (2019) recommend selecting the target population through a segmentation process that comprises three profound parts; finding the homogeneous segments from a heterogeneous group, assessing and choosing one or several segments, and matching interventions with the target segment’s needs, wants, and characteristics.
