The report presents eight practical strategies that the nursing profession can employ to advance health equity. The purpose of this paper is to discuss the work of the academies, the role of state-based coalitions, especially in Florida, to help nurses attain health equity.

In this work and report, the National Academies of Sciences, Engineering, and Medicine worked with different stakeholders to examine the current trends in care provision and the need for stakeholders to develop strategies to help the nation attain health equity. The work of the Committee on the Future of Nursing 2020-2030 considered the critical role of nurses, especially in the backdrop of the unimaginable situations of the Coronavirus disease (COVID-19) pandemic, and trends that will inform care delivery over the decade ahead. The committee developed the report after the Institute of Medicine’s 2010 report that demonstrated the critical need for nurses to prepare to meet the rising care demand among the diverse population (Hassmiller, 2021). The report develops eight strategies that will help prepare and train a nursing workforce to offer care, promote health and wellness among nurses, individuals, and communities as well as address the systemic inequities which continue to fuel wide and persistent disparities in health.

Trends in Nursing Workforce Influencing Nursing Education to Meet Professional Needs

In its report of 2010, the Institute of Medicine (IOM) highlighted the need to nurses to attain higher levels of education and training by having an education system and practice environment which support seamless academic progression. The implication is that trends in nursing workforce are changing nursing education curriculum to equip nurses with the relevant skills, attributes and knowledge to offer quality care to diverse patient populations. The primary goals of nursing education entail preparing nurses to meet diverse needs of patients, function as leaders, and advance science that offers benefits to patients and their ability to deliver safe, quality care (Kleinpell et al., 2022).  Further, nursing education should transform in various ways to prepares nurses who have qualities of working collaboratively and effectively in multidisciplinary and inter-professional teams in complex and evolving health care system in different settings.

One core trend in the nursing workforce is increasing diversity with nurses of varying ages and social backgrounds working in same settings to offer care to also a diverse patient population. The increased diversity in nursing is also leading to different opportunities for specialty practice as nurses specialize to meet the needs of different populations (Stephens et al., 2021). The aging nursing workforce of baby boomers’ generation must work together with younger generations to deliver quality care. Further, nurses from diverse backgrounds have diverse perspectives and skills as well as cultural competencies that are important for teamwork.

The second trend in nursing workforce is the increased responsibilities and assumption of leadership roles. Nurses, especially those in different specialty and with managerial roles, must acquire more skills and attributes to help them deliver care to patients (Hassmiller, 2021). Leadership roles and being primary care providers mean that nurses have moved away from just the care and bedside roles and are now decision makers and policy implementers. Further, the increased need for technology-savvy nurses implies that nurses should be prepared to use different equipment and devices to help them improve care delivery to meet diverse needs, particularly the use of telehealth to reach patients in remote locations like rural areas and increase accessibility.

Nursing education should adapt to meet the evolving needs of the nursing profession in various ways. As stated, nurses need lifelong learning through an education system that recognizes and appreciates seamless learning to prepare them effectively to meet changes in patient care management (Zaccagnini & Pechacek, 2019). The nursing education is adapting to meet these needs by leveraging increased use of technology to offer more access to nursing students, especially those pursuing advanced education. Nurses can pursue advanced courses online while they offer services to patients (Jeffries, 2022). Secondly, redesigning of a curriculum that integrates new trends and practices is critical to preparing nurses to meet these needs. The education system is also leveraging new trends like integration of evidence-based practice to prepare nurses as well as offering leadership courses.

Role of Nurses in Leading Change

Nurses are patient and nursing professional advocates whose main role is to ensure quality care delivery. As change agents, nurses play a critical role in formulating and implementing health care policies aimed at improving care delivery. They also offer patient education and collaborate with other providers to offer quality and patient-centered care (Kleinpell et al., 2022). They also promote primary care in different populations to ensure that health care transformation attains health equity.

Role of State-Based Action Coalitions

The transformation of health care as depicted by the National Academies’ report requires effective implementation at state levels spearheaded by the action coalitions. These coalitions are led by nurses who partner with other stakeholders to drive local changes by working to transform health care using nursing and building healthier communities. These coalitions mobilize nurses, health care providers, consumers, and educators as well as businesses to improve nursing on different areas or fronts. These coalitions envision a healthcare system that allows nurses to contribute to full extent of their abilities and expertise.

The Florida Action Coalition focuses on provision of leadership to advance the nursing profession to improve access to safe, and high quality healthcare. One initiative by the state action coalition is the enactment of new law to increase access to better health care option. Through the coalition’s advocacy, over 21 million residents of the state can now access care from advanced practice registered nurse (Florida Action Coalition, 2022). The second initiative is the recognition of innovative nurses where the action coalition awards organizations up to $25,000 for progressive work that focuses on improving the role of nurses in building a culture of health and promotion of health equity.

These initiatives advance the nursing profession by demonstrating the need for nurses to prepare effectively to meet the diverse patient needs in different settings through specialty training and education. Secondly, the initiative on health promotion illustrates the critical role that nurses play in health promotion and the need to recognize them as primary care providers (Florida Action Coalition, 2022). The initiative to reward organizations advances the nursing professional by showing the core role of nurses in shaping and building an organizational culture that is important in care provision.

Barriers to Nursing Practice in Florida

A core barrier to nursing practice in Florida is the lack of recognition of nurses as primary care providers. While nurses have full practice authority and can practice independently in the state, they are still not recognized as primary health providers. Advanced practice registered nurses cannot practice independently in Florida until they accumulate at least 3,000 hours of experience while under the supervision of a physician (Florida Action Coalition, 2022). This requirement is a barrier to nursing practice.

The state action coalition continues to advocate for a reduction in the requirements for full practice authority for nurses. The coalition and nurses’ associations within the state advocate for a reduction in these provisions to ensure that more nurses can practice to alleviate the current physician shortage. The nursing advocates continue to lobby and develop action plans to reverse the current laws to allow increased practice.  

Conclusion

The future of nursing is bright as nurses become primary care providers in different areas because of reforms and trends. The report by the National Academies of Sciences, Engineering, and Medicine show that nurses will play a critical role between now and 2030 to address health equity across the country by reducing the current disparities. State action coalitions like the one in Florida will play a critical role in helping nurses and stakeholders develop right interventions to meet the healthcare goals and attainment of health equity.
