Global Healthcare Comparison Matrix and Narrative Statement Assignment
Global Healthcare Comparison Matrix and Narrative Statement Assignment
The World Health Organization (WHO) asserts that immunization and vaccination are some of the appropriate ways to reduce the spread of infectious diseases like the current Coronavirus disease of 2019 (COVID-19) pandemic. The emergence of COVID-19 in 2019 and the subsequent declaration as a global pandemic meant that nations and pharmaceutical companies should race to find a vaccine as the immediate intervention to control its spread and protect individuals, especially who were at increased risk for severity and even death from the condition. Researchers and pharmaceutical companies developed vaccines that have enabled the world to reduce the transmissibility of the disease and relaxation of restrictive measures and protocols. Vaccine policies in many nations have led to increased public protests as many who should be vaccinated decline to take the shots (Corless et al., 2018). The purpose of this comparison matrix is to assess vaccination policies in the U.S.as one of the most affected countries by COVID-19, and Mexico.

Vaccination for COVID-19 |
|
Description | The global perspective or position on vaccines and immunizations has never been uniform across different nations. While the World Health Organization (WHO) (2022) encourages and implores its members to embrace vaccinations and immunizations for children and other vulnerable populations to prevent infectious conditions and reduce their harm, many nations lack vaccine policies. Vaccination against COVID-19 remains the most effective way to attain a herd immunity and stop the spread of the virus and its deadly effects on the population, particularly the vulnerable members like those with preexisting conditions. | |
Country | United States
|
Mexico |
Describe the policy in each country related to the identified healthcare issue | The U.S. does not have a policy at the federal level on vaccination for any disease. Each state has requirements for children to get vaccinated, including the age of vaccination for COVID-19. The U.S. had several mandates at federal level aimed at containing the virus (White House, 2021). However, states have the liberty to adhere to these requirements, except when applicable to federal installations, areas, and buildings. | In Mexico, the government never instituted mandatory vaccination policy for COVID-19. The country has a policy for certain populations that should receive the COVID-19 jab, like those working in exposed areas like healthcare, especially in nursing. |
What are the strengths of this policy? | All states allow individuals to be exempted from vaccines based on a host of grounds that include religious and medical reasons. For instance, 45 states allow individuals to be exempted from vaccines because of religious and cultural reasons (White House, 2021). Fifteen states allow people to be exempted from vaccines due to personal and philosophical reasons. Therefore, the strengths of the policy include giving states the leverage to create unique requirements that meet local aspects and concerns. The rollout of COVID-19 vaccines is also based on these guidelines. | The vaccination policy in Mexico also has exemptions on medical and religious reasons. However, the policy is one and does not have exemptions on personal reasons (Jimenez & Gandy, 2021). The nation’s efforts on COVID-19 vaccination also follow this provision. Therefore, no mandatory COVID-19 vaccination policy exists in Mexico. |
What are the weaknesses of this policy? | The safety of vaccines and limited public awareness as well as concerns about the number of vaccines and even getting a booster dose as some of the weaknesses of the policy. | Funding and infrastructural challenges as some of the weaknesses of effective efforts to vaccinate many in Mexico against the COVID-19 condition |
Explain how the social determinants of health may impact the specified global health issue. (Be specific and provide examples)
|
Social determinants of health affect the need for routine vaccinations and immunization, especially among children from low-income households. Access to health information and better living conditions enhance uptake of vaccines among vulnerable and poor populations. | Obstacles to immunization and vaccination reduce the efficacy of efforts to enhance those getting the shots. Lack of information and engagement of stakeholders can lower the uptake rate of COVID-19 jabs. |
How has each country’ government addressed cost, quality, and access to the selected global health issue? | The U.S. enacted the Affordable Care Act in 2010 to address issues related to cost, quality and access to health care. The issuance of executive orders and federal vaccine mandates are some of the ways aimed at addressing the cost, quality, and access to vaccines across populations and healthcare continuum.
|
Mexico has funding challenges that affects the overall access, quality, and cost of care. For instance, the country has to rely mainly on donor nations to contribute to its vaccines under the COVAX facility by the WHO (WHO, 2021). |
How has the identified health policy impacted the health of the global population? (Be specific and provide examples) | The existing policies on vaccination in the country affects global population’s health. Having many Americans vaccinated will reduce the risk of spreading the disease and relaxing the restriction across international boundaries.
|
Exempting people from vaccines affects the ability of the world health stakeholders, like WHO, from ensuring that all persons requiring vaccines against the condition get it. |
Describe the potential impact of the identified health policy on the role of nurse in each country. | Vaccination and immunization policies at any level have significant impact on the role of nurses. Nurses are patient advocates, educators, and health promoters (Corless et al., 2018). Therefore, the policy on vaccination is critical as nurses are frontline care providers and interact with COVID-19 patients raising their susceptibility to contracting the condition. | Nurses get exposed when the rates of vaccination against pandemics like COVID-19 are high among the population Corless et al., 2018). This affects their ability to provide quality care to patients limiting their abilities to execute their responsibilities and duties. |
Explain how global health issues impact local healthcare organizations and policies in both countries. (Be specific and provide examples) | The issue of vaccination and immunization affects local health entities and policymakers as it requires more resources and training of personnel to manage the condition (Corless et al., 2018). Training of healthcare providers is essential in enhancing their knowledge on emergencies for those individuals with adverse disease.
|
Global health issues like the ongoing COVID-19 pandemic impacts local health organizations since they face increased resource strain and need for experts to help manage their situations. The Mexican government should also develop responsive policies to mitigate harm and adverse effects of the condition. |
General Notes/Comments | The response to the COVID-19 pandemic remains one of the most controversial, especially in early days. However, federal policies and actions have enabled the country to lower infection rates and increase the number of American vaccinated against the virus. | Mexico is making efforts to enhance access to vaccines to ensure that all who want to vaccinate against the disease have resources (Jimenez & Gandy, 2021). The vaccine policy in the country demonstrate the need for a unified approach to immunization not just for COVID-19 but other infectious diseases as well. |
Part 2: A Plan for Social Change
Social change is a process aimed at developing and using concepts, and actions to promote communities and enhance their efforts to tackling a host of issues; including healthcare interventions. Nurses and nurse leaders are advocates for both the profession and patients due to the unique role that they play as caregivers. The emergence and spread of COVID-19 implores nurses and nurse leaders to have a global perspective as it enables them understand the level of the condition and incorporation of education and awareness about the benefits of vaccines against the disease. Many people continue to decline taking the COVID-19 vaccine due to various reasons (Milstead & Short, 2019). The need for information and awareness will allow individuals to understand the benefits of vaccines and the protection that they provide. Empowered patients with health information and awareness are more likely to make better and informed decisions.
The integration of a global perspective affects the local practice and role as a nurse leader because it requires one to work collaboratively with other stakeholders in developing effective interventions to lower exposure to infectious diseases. Nurse leaders should promote education and awareness not just among patients but also peers to reduce exposure to infectious disease and their adverse effects. Existing policies recognize the important role that nurses play in their communities and organizations and implore them to be active participants in implementation and evaluation.
Additionally, the incorporation of a global approach into practice as a nurse leader represents and contributes to social change as it implores one to create interventions that leverage current resources to address inequalities that hinder use of vaccines (Milstead & Short, 2019). As a nurse leader, I should develop interventions to reduce exposure among colleagues in diverse settings. Vaccines are important as they help reduce exposure and vulnerability to emerging infectious diseases that need effective control because of the harmful effects on populations.
Conclusion
The emergence of COVID-19 pandemic shows the need to vaccination policies for health populations to lower their susceptibility to infectious diseases. Vaccine exempt polices increase the susceptibility of individuals and populations to infectious diseases. The analysis of the two nations demonstrate the need for better polices to help providers institute better interventions to lower the vulnerability of individuals and populations to emerging infectious diseases.
