Part 2: Legislative Testimony/ Advocacy Statement

Advocacy is an essential part of being a nurse as nurses are patient advocates who fight for increased access to healthcare resources, quality care, and cost-effective health care for all people despite their diversity. As nurses, we often think to ourselves about the ability to do anything about certain situations. Interestingly, one realizes that they have a critical role and voice through advocacy and championing effective approaches to situations, even when they are beyond their daily practice environment and requirements (Laureate Education, 2018). Nurses realized that they can do something much better when the Covid-19 pandemic struck and they became frontline care providers dealing with patients in critical situations. Many also succumbed to the virus because of their efforts to offer care and save lives. The implication is that advocacy for this policy or act is essential as state and local governments, tribal nations, and behavioral health providers need resources to deal with any pandemic, not just the Covid-19 pandemic.

The proposed act to give grants to these institutions and governments is essential to ensuring that future response to pandemics is well coordinated, supported, and executed to reduce possible fatalities and protect as many as possible, especially frontline care providers like nurses (Congress. GOV., 2021). These resources will ensure that the individuals and institutions have proper mechanisms to address their needs and develop programs focused on enhanced care for those who will be affected. The bill requires state governments and tribal nations to increase behavioral health treatment and prevention capacity by promoting a coordinated effort among the local entities, training behavioral health workforce and relevant stakeholders as well as community members to attain the better skills to manage such situations. The implication is that the bill mandates more use of technology resources and applications to support effective delivery of mental health care services. The bill mandates increased deployment of telehealth modalities that include acquisition of the equipment and technology to enhance access to mental health care. The bill promotes collaboration between primary care and mental health providers.

As observed, currently, the bill has no opponents or those against it. However, it may generate opposition from certain groups and organizations that may not be interested in granting of federal resources on healthcare yet health services are managed by state and local governments (Laureate Education, 2018b). It is essential to note that the legislation will help address the level of preparedness among state and federal agencies and help increase resources to reduce possible adverse events and poor response as witnessed when Covid-19 struck. The U.S. remains the most affected by the pandemic due to its handling of the emergency as organizations and even providers did not have sufficient resources and failed to implement responsive measures to curb its spread.

Conclusion

The need for legislative actions to tackle the Covid-19 and its mental health effects is essential. The proposed bill will help providers and organizations tackle such emergencies by preparing them and allocating sufficient resources to mitigate the occurrence. The implication is that more people will be saved in the future when a pandemic strikes or any public health emergency.
