Problem

In no more than 250 words, describe the problem, who is affected, and the current ramifications. Explain the consequences if the issue continues.

The selected problem affecting people in Texas is obesity. According to statistics, 34.8% of Texans were obese in 2019 compared to 30.9% of the USA’s average. About 20.3% of the youths aged between 10 and 17 years are obese, ranking Texas eighth in the states with highest obesity rate in this age group. The estimated rate of obese adults in Texas is 30.9% against 28.9% of the USA’s adults. The prevalence of obesity rates has been rising significantly over the past years. For example, the prevalence rate of obesity among adults was 15.9% in 1995, rising to 31.7% in 2010, and 34.8% in 2019 (TXOHC, 2020). Obesity rates are disproportionate in Texas. Accordingly, ethnic minority groups, low-income earners, and adults are highly affected problem compared to White Americans and high-income earners. Obesity is a crucial determinant of health outcomes among the affected populations. It predisposes them to other health problems that include diabetes, hypertension, coronary artery disease, cancer, and stroke. Obesity also increases healthcare spending among the affected populations (State of Childhood Obesity, 2021). Health issues such as diabetes due to obesity affect the quality of life, productivity, and wellbeing of the affected. Issues such as poor dietary habits, sedentary lifestyles, and minimal engagement in active physical activity have been linked to the increasing rates of obesity in Texas. If the current state of obesity continues, Texas will suffer from a high rate of lifestyle-related diseases, decreased productivity, and increased healthcare spending, affecting its social and economic growth (Walsh et al., 2019). Therefore, legislations aiming at addressing the rising rates of obesity in the state are needed.

In no more than 250 words, outline your idea for addressing the issue and explain why legislation is the best course for advocacy.

My idea of addressing the issue entails providing health education to the population and screening services for obesity, overweight, and their associated health risks. Health education is a vital tool for creating awareness in the population. It increases the population’s understanding of the severity of the problem and the need for the adoption of responsive interventions to address it. Health education also addresses misconceptions associated with obesity. The population understands the approaches to transforming their lifestyle and behavioral choices to enhance their health and wellbeing (Ha et al., 2021). Screening is also an effective tool to ensure early identification of the populations at risk of obesity and the adoption of responsive interventions to prevent it and its associated health issues. Texans should be provided with free screening services for overweight, obesity, diabetes, and cardiovascular problems. The screening services will provide a true picture of the magnitude of weight issues and their associated complications in the population (O’Connor et al., 2018). A legislation is the best course of advocacy for the proposed idea because of some reasons. First, providing health education and screening services to the Texans require intensive financial and human resource support. It also requires consistency in the provision of these services to achieve its desired sustainability outcome. Policymakers can influence the decisions made on issues related to obesity in the state (Lee & Um, 2021). Therefore, adopting a legislation supporting the proposed idea would ensure the realization of long-term outcomes in obesity prevention and reduction of its rates in the state.
Research the Issue

Perform research and compile information for your idea. Present substantive evidence-based findings that support your idea for addressing the problem (studies, research, and reports). Include any similar legislation introduced or passed in other states.

Evidence 1 According to Pearce et al., (2019), screening for obesity for all patients and combining it with referrals to appropriate care providers is important in controlling and reducing obesity rates and its associated chronic disease burden. Health education programs such as school-health programs aiming at changing obesity-related behaviors are effective in reducing weight and sedentary behaviors among those at risk (Nally et al., 2021).
Evidence 2 According to Nakao et al., (2018), a nationwide screening and lifestyle intervention program for obesity and cardiometabolic risks is effective. It promoted weight, BMI, and cardiometabolic risks among the affected and populations at risk by increasing the adoption of healthy lifestyles and behaviors. It also increases population awareness about the risks and effective interventions for achieving healthy lifestyles and behaviors.

Stakeholder Support

Discuss the stakeholders who would support the proposed idea and explain why they would be in support.

Stakeholder(s) Supporting 1 Healthcare providers will support the proposed idea. They are primarily involved in implementing interventions that promote healthy lifestyles and wellbeing in individuals at risk and affected by obesity. Healthcare providers also understand the health effects of obesity. They are constantly engaged in implementing evidence-based projects that address obesity and its related health issues in their practice. As a result, they will be willing to support the proposed idea.
Stakeholder(s) Supporting 2 Education stakeholders are also likely to support the proposed idea. School-aged children are increasingly at a risk of obesity and overweight. Issues such as poor dietary practices among this population places them at a high risk of weight-related issues. Education stakeholders have been involved in implementing school-health programs to address overweight and obesity. As a result, they are likely to support the proposed idea.

Stakeholder Opposition

Discuss the stakeholders who would oppose the proposed idea. Explain why they would be in opposition and how you would prepare to debate or converse about these considerations.

Stakeholder(s) Opposed 1 One of the stakeholders that may oppose the idea includes some policymakers. They may oppose it with the assertions that the state has adopted other legislations to address obesity. They may also base their arguments on the financial implications of the proposal. I would provide facts about the severity of the issue and its projected impacts in the future to persuade them to support the initiative.
Stakeholder(s) Opposed 2 The other stakeholder that may oppose the initiative are producers of fast foods. Producers may feel that the initiative may affect the population’s utilization of their services. I will address their concerns by providing them with information about the dietary options they may consider to support healthy dietary habits for their consumers.

Financial Incentives/Costs

In no more than 250 words, summarize the financial impact for the issue and the idea (added costs, cost savings, increased revenue, etc.). Provide support.

The proposed idea to provide health education and screening services to Texans for obesity and its associated risks will have significant financial savings to the state. First, health education will increase population’s awareness and increase its adoption of healthy lifestyles and behaviors. It will also reduce the chronic disease burden for the population. As noted above, obesity increases the risk of other health problems such as hypertension, cancer, and stroke. The proposed idea is likely to reduce the risk of these health problems by increasing lifestyle and behavioral modification among the Texans (Cawley et al., 2021). The proposed idea will also increase the productivity of the population. It will reduce time lost in seeking healthcare for obesity related problems and its complications. Currently, the spending of Texas government on an obese adult is 40% higher than that of a normal weight adult. Estimates show that Texas could spend up to $32.5 billion annually on obesity by 2030 if the current rate is not reversed (Sharma et al., 2019). Therefore, the proposed idea should be adopted to reduce the population and state’s spending on obesity and its associated health impacts.
Legislature: Information Needed and Process for Proposal

Discuss the how to advocate for your proposal using legislation. Include the following:

Provide the name and complete contact information for the legislator. Rep. Guerra Bobby

Capitol Address: Room GN.7

PO BOX 2910

Austin TX 78768

(512) 463-0578

Describe the steps for how you would present this to your legislator. I will develop a presentation about the issue to present to the legislator. I will ensure that the presentation is concise to the point. I will provide facts about the magnitude of the problem and need for a change. I will then propose my idea and persuade him to support its adoption by the senate and health committee.
Outline the process if your legislator chooses to introduce your idea as a bill to Congress. The legislator will first sponsor the bill. The bill will then be assigned a committee to examine it. The committee will the release the bill to be put on a calendar for voting. The bill will then move to the senate if it passes by a simple majority. The senate committee will then be assigned the bill where it will be released, debated, and voted on. If senate makes any change, the bill will be returned to the House for concurrence.. it will then be returned to the senate for approval. The last step will entail the president signing the bill into law within 10 days of senate approval.
Christian Principles and Nursing Advocacy

In no more than 250 words, discuss how principles of a Christian worldview lend support to legislative advocacy in health care without bias. Be specific as to how these principles help advocate for inclusiveness and positive health outcomes for all populations, including those more vulnerable, without regard to gender, sexual orientation, culture, race, religion/belief, etc.

Christian worldview lends support to legislative advocacy in healthcare without bias by ensuring that all populations access healthcare irrespective of their status. The worldview provides equal opportunities for the rich and poor to access basic healthcare for their health needs. The worldview considers that human beings are equal and should not be isolated based on their status when accessing healthcare services (Pruski, 2019). Christian worldview also supports the implementation of policies by legislators that aim at helping the weak to access the services they need. In this case, Christianity advocates the adoption of interventions that treat other human beings with dignity. This can be seen from the legislators voting for bills that help address the existing health inequalities and eliminating barriers to healthcare for the vulnerable populations. Lastly, Christian worldview requires legislators to consider the principle of justice in resource allocation and increasing access to healthcare for the vulnerable in the society (Papanikitas et al., 2022). Justice entails the equitable and fair distribution of scarce resources to meet the needs of the vulnerable in the society.
