Mandated reporters provide reports to agencies like the police or law enforcement and social protections to protect those categorized from further harm. The implication is that under these statutes, mandated reporters should make reports when they have reasonable cause to believe that a child or individual known to them in their professional or official capacity may be a victim of abuse or neglect (Greenberg, 2021). Many states like New York have hotlines where the officials determine if the information offered by a reporter meets the legal requirements to begin an investigation.

Based on the evidence from the case being handled, one is required to immediately notify the local department of social services or the New York State Central Register (SCR). In making the report, it is essential to provide critical information like the name of the child or individual, age, sex or gender, kind of abuse and address or location. This information is important for those conducting investigation to establish the veracity of the problem and take necessary actions to stop the abuse and harm.

Under the New York law, certain professionals are required to report child abuse when acting in their professional capacity. These professionals include physicians, nurses, teachers, police officer, and child care center workers (Administration for Children’s Services, 2022). These professionals call the state hotline, the New York State Central Register (SCR). The “reasonable cause” concept implies that the suspicion of abuse or neglect implies that based on professional observations of the evidence, training and experience, mandated reporter believes that the parent or legal guardian of the child has harmed or placed the child in danger of getting harmed. The implication is that reporting requires the professional to adhere to certain aspects or facts.

Firstly, the concept of confidentiality is essential as the mandated reporters of child abuse and maltreatment are protected from disclosures for their security. Secondly, failure to report leads to penalties where one may be charged with a crime (Greenberg, 2021). Thirdly, the Child Protective Services Act of New York asserts that all reporting such events are protected as they have immunity from any liability, either criminal or civil which may emanate from their actions. Lastly, malicious and false reporting is a breach of the law and may attract criminal charges against the professional.

Scenario of Child Abuse

A scenario on this issue emanated in my practice when a couple brought their six-year-old boy with multiple injuries and scare on the back and thighs in the emergency room. Upon assessment, the minor appeared terrified and anxious and the parents declined to have whole-body skin check. Asked about the injurie and the scars, they were doubtful about their causes. Upon interrogation, the male parent declined to divulge information on the basis of informed consent. However, the assessment revealed that the boy may be been abused leading to the reporting of the incident to the head nurse. The ER management made a report using the hotline of a suspected case of abuse. The child was taken by the child protection register for further assessment while the parents were subjected to more questioning about the possibility of a child abuse situation. Therefore, it is essential for providers to have sufficient evidence of a potential case of abuse for a child when presented in their practice.
