NUR 513 Research Health Care Legislation That Is Being Considered In Your State

New York Assembly Bill 10348 proposes a requirement of a minimum registered nurse (RN) staffing ratio of one nurse for every two intensive care or critical care patients. The bill was introduced on May 13, 2022, by Assembly member Aileen Gunther [D] and is currently pending in the Assembly Health Committee (NY State Assembly, 2022). The bill will significantly impact my future practice as a nurse leader since I will be required to ensure that the hospital provides a minimum of one registered professional nurse for every two patients in intensive care or critical care settings at all times. As a nurse leader, I will be required to conduct a staff assessment and increase the number of RNs in the ICU as appropriate for the acuity level of the patient (NY State Assembly, 2022). In addition, I will be required to work with the hospital’s leadership team to provide registered professional nurse staffing to maintain the minimum staffing ratio during meal breaks or absences from the patient care unit.

The bill will also impact the collective practice of nurses in New York since the minimum staffing requirement will apply to all designated intensive care and critical care units. It will also apply to other units or departments of a hospital where patients requiring intensive or critical care services are taken in or receive treatment (NY State Assembly, 2022). Therefore, nurses must understand this bill and advocate for its implementation in their organizations.

Policy advocacy is an essential component of nursing’s social mandate. In my future nurse leader practice, I plan to become involved in political advocacy by joining professional nursing organizations that are involved in advocacy activities for nurses and patients (Chiu et al., 2021). In addition, I can join civic groups which demand stronger health policies and more coordinated health actions to improve healthcare delivery and access to quality and cost-effective care.
