Situation
According to the Centers for Disease Control and Prevention (CDC, n.d.), diabetes is the most expensive chronic disease nationally. 25% of the healthcare cost is spent on diabetes care, without mentioning lost productivity and the indirect expenses required for the patient to maintain a healthy lifestyle. More so, minority populations like the African American community have a higher prevalence of diabetes and its complications. Being from socioeconomically disadvantaged backgrounds, most of them cannot afford diabetes care. H.R.2178-The Minority Diabetes Initiative Act was presented by representative Maxine Waters. The policy calls for grants for diabetes care services in minority communities to reduce diabetes care disparities. One of the consequences of not enacting the policy is an increased rate of diabetes complications. Recent diabetes reports show that racial and minority populations suffer the highest rate of diabetes complications in our nation (Haw et al., 2021)
Background
I acknowledge your dedicated representation of Jackson’s residents and your genuine concern for the well-being of the people in your district, particularly the African American population, who face higher rates of diabetes complications due to insufficient access to care. With a nursing background, experience, and expertise in endocrinology, I am aware of the profound impact these complications have on diabetic patients’ lives, including poor life quality and an increased risk of other related health conditions. Diabetes increases the risk of stroke, kidney failure, and cardiovascular diseases (Alam et al., 2021). Addressing the diabetes issue begins with making diabetes care accessible and affordable for minority populations.
Assessment
As a professional, I appreciate the role of such policies in reducing health disparities and enhancing health equity. Your support in pushing to enact the policy will be instrumental in addressing the issue in our district, considering the African American population forms the highest community and high diabetes prevalence. Additionally, other stakeholders in the issue, including care providers, will be able to deliver better care quality due to the adequacy of financial resources. Research shows that with the availability of grants, community health organizations can develop programs and interventions for diabetes prevention and management (Campbell et al., 2020). Additional support and collaboration from the American Diabetes Association would be crucial in addressing the issue.
Recommendation
I would like to urge you to support the Minority Diabetes Initiative Act as a positive step towards addressing the issue in our nation, and especially our district, which is considerably affected. I also recommend identifying not-for-profit healthcare institutions and organizations interested in diabetes care, especially diabetes management, for further support in addressing the issue. Formulation of the testimony supports professional formation, communication, and dissemination skills relevant to the DNP-prepared nurse.
Instructions
Review the lesson and readings about advocacy, especially the Jurns (2019) article on ISBAR.
Using the population, National Practice Problem, and policy from previous weeks, prepare testimony advocating for policy change or implementation, using the ISBAR format presented by Jurns (2019).
Use the same testimony that was created for the Week 7 Discussion. Incorporate feedback provided in the discussion post.
