Scenario: The healthcare team has just been notified that there is a civic disturbance at City Hall with injuries in Sentinel City®. In this activity, learners will determine the elements to evaluate and considerations for an emergency response plan in various practice settings
- Create a report that describes the potential public health effects and environmental hazards related to the civic disturbance.
Civic disturbances are associated with significant disorders and have considerable harm and injury potential. If not timely controlled, civic disturbance can cause deaths. Potential public health effects include damage to essential public health facilities such as water sources, fire, and overcrowding as people scamper for safety. Overcrowding is also possible as people visit the City Hall to rescue people after the civic disturbance. Such people can be exposed to secondary smoke.
Environmental hazards related to the environmental hazards include pollution, destruction of sewerage, and chemical accidents as people come into contact with unknown materials. Radiation exposure in case of significant material destruction is also a possible hazard.

Benefits: social media can inform people about the situation and the need to be alert. Volunteers can also rush to the scene to help after receiving information through social media. Research shows that social media is the leading source of timely information and breaking news (Özkent, 2022). Information is also shared quickly through social media.

Message 1: the team is responding effectively to the situation. Family members and friends should only rely on official communication from the authority.
Message 2: avoid the area as much as possible if you are not offering direct assistance.
Addressing Family Members of the Media
No one would be allowed to be close to the victims. The media would be updated regularly through official and verified information. The media would be briefed on avoiding unethical conduct such as taking photos of the victims without their consent.

- Mitigation: involves actions to prevent incidences or reduce their impacts. Considerations include ensuring that the facility has adequate light, adequate security, and safe waste disposal.
- Preparedness: training the staff on responding to emergencies and disasters, an elaborate emergency response plan, and adequate resources.
- Response: choosing a team to implement emergency response plans, partnering with security and relief organizations, and informing the public to help in disaster response.
- Recovery: repairing the damaged areas and counseling the victims (mental health care). Counseling helps victims cope with the situation, overcome distressing thoughts, and reduce the chances of engaging in risky behaviors (American Psychiatrist Association, 2019). The other consideration is compiling a report about the incident and lessons to avoid recurrence.
